Local Law No.1 of the year 2025

Be it enacted by the Village Board of the Village of Homer as follows:

SECTION 1.  TITLE

Modifying the Official Year of the Village of Homer.

SECTION 2.  STATUTORY AUTHORITY

This local law is being enacted by the Board of Trustees of the Village of Homer pursuant to its authority to adopt laws under the New York Constitution, the New York State Municipal Home Rule Law and the New York State Village Law.

SECTION 3.  PURPOSE AND INTENT

The Official Year of the Village of Homer, New York, shall begin at 12:00 noon on the first day of January and end on the first day of each January thereafter, commencing on the first day of January 2026.

SECTION 4.  SUPERSEDING OF NEW YORK STATE VILLAGE LAW

This Local Law is intended to supersede the provisions of Village Law § 3-302 to the extent that it is inconsistent therewith.

SECTION 5.  SEVERABILITY

Any clause, sentence, paragraph, section or part of this Local Law shall be adjudicated by any court of competent jurisdiction to be invalid, such judgment shall be confined in its operation to such clause, sentence, paragraph, section or part thereof directly involved in the controversy in which such judgment shall have been rendered, and the remaining provisions shall remain in full force and effect.

SECTION 6.  EFFECTIVE DATE

This Local Law shall take effect immediately upon its filing with the New York State Secretary of State.

VILLAGE OF HOMER BOARD OF TRUSTEES         

PUBLIC HEARING

 

NOTICE IS HEREBY GIVEN that the Village of Homer Board of Trustees will meet in person at the Town Hall in Homer located at 31 North Main Street on October 28th, 2025, at 6:00 P.M.

 

Village of Homer will hold a public hearing on October Twenty-Eight, 2025 at the Town Hall in Homer located at 31 North Main Street at 6:00 pm for the purpose of hearing public comments on the Village of Homer’s community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2025 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR) and will make available to eligible local governments approximately $24.2 million through the 2025 CDBG Program, with up to $20 million specifically available for public infrastructure projects and the remaining for housing, economic development, public facilities, and planning activities, with the principal purpose of benefiting low/moderate income persons. Village of Homer is applying for up to $2 million in CDBG funds to construct a much-needed Newton Waterworks Water Tank. The hearing will provide further information about the CDBG program, including progress towards beneficiary goals, program objectives, and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.

 

Pursuant to NYS Legislature’s approval of Bill S50001, amending the Open Meetings Law 1, the Village of Homer Board of Trustees meeting will be zoom and in-person attendance. Individuals may speak at the public hearing or in the absence of public comment, we encourage residents to request a zoom link by contacting Dan Egnor at the Village Offices at 607-749-3322 or by emailing degnor@villageofhomerny.gov. Individuals may also watch the public hearing on the Village of Homer’s YouTube channel. Please include in your email if you would like to participate directly in the remote conference portion.
