About the Comprehensive Plan
The Village of Homer has commenced the planning process to update the Village’s 2010 Comprehensive Plan. Funded by a NYS Department of State Smart Growth Community Planning Grant, the Village’s updated Smart Growth Comprehensive Plan will serve as a road map to guide decision-making on land use, economic development, infrastructure investment, historic preservation, downtown revitalization, and more. The planning process is led by Highland Planning, and the Project Team includes staff from the Village and the NYS Department of State.
Steering Committee
The planning process is guided by a Steering Committee comprised of individuals representing a variety of community interests. The Steering Committee will work with the Project Team to inform the planning process, guide public engagement, inform strategy development, and complete reviews of materials at key milestones. The Steering Committee will meet regularly throughout the planning process.
Public Engagement Opportunities
The Village’s Smart Growth Comprehensive Plan will build on the work of the Downtown Revitalization Initiative (DRI) and will include multiple opportunities for public engagement.

What is a Comprehensive Plan?
A Comprehensive Plan is a long-range policy and visioning document that guides a municipality’s future by outlining goals, strategies, and action items to address land use, infrastructure development, housing, community revitalization, open space and recreation, transportation, sustainability, and more. The Village’s Comprehensive Plan essentially creates a blueprint to guide decision-making to help the Village make strategic decisions for the future of the community.
What makes this a Smart Growth Comprehensive Plan?
The Village of Homer received a NYS Department of State Smart Growth Community Planning Grant to update its 2010 Comprehensive Plan in 2023. This grant program awards funds to communities to develop planning projects that emphasize and integrate Smart Growth Principles, which promote land use and other planning strategies intended to create livable, sustainable, and equitable communities.
The 10 NYS Smart Growth Principles include:
- Allow for and encourage neighborhoods with a mix of uses, such as residential, commercial and community spaces.
- Enable a diverse mix of housing types, providing opportunity and choice for people of all ages, abilities and incomes.
- Prioritize infill and redevelopment of existing buildings to revitalize neighborhoods and downtowns, including areas around public transit.
- Provide well-planned, equitable, and accessible public spaces for people of all ages and abilities.
- Encourage compact neighborhood design and concentrated development around existing infrastructure.
- Preserve open space, agricultural resources and natural resources.
- Prioritize transportation options that are safe and accessible for everyone, including pedestrians, cyclists and public transit users.
- Promote climate resiliency and adaptation, preferably through nature-based solutions, and reduce greenhouse gas emissions.
- Build on unique traits to create an attractive and welcoming community with a strong sense of place.
- Engage in an inclusive, collaborative public planning process that considers the needs and character of the community.
